So it says to cut the panel 1/4" away from the edge, so it has a seam allowance added. This is fussy cutting the panels. Then you will cut the "coping borders" and sew those on each panel. Then you will cut all 4 panel units the correct size.
It's really a great way to use place mat panels, and a very pretty quilt!
