I would say no. The washer is not a flat washer. It is a spring washer that is shaped so that it applies pressure as you tighten the screw. It looks like this:

At least this is what it looks like on several different brands that I have. It's possible yours is different. Do a search on google for the brand of your cutter, and how to change the blade. They should have a picture of the washer that is used for your brand.
