After taking some more time with it, I discovered the "sticky" feeling is caused by the hand crank being tilted slightly toward the machine. It's very slight and I can correct it by hand, so it really only needs to be shimmed ever so slightly.
And it deserves a good clean and oil, but nothing is truly wrong with it!
