I just invested in a new pair to make the edges pretty on the random act of kindness hearts I tuck around the country as we travel. I was looking for scallops rather than zigs, on the recommendation of a fellow hearter I purchased a set of two off amazon. many good reviews, the bad ones all refered to stiffness. I could barely get them to move. Made in China, 2 pairs for under $15.00, shipped them back the next day.
WhatI ended up with are from a real tool company, Tooltron Scallop Fabric Shears, Japanese made. PLastic handles so not quite as heavy as some. They have since gone up in price but I paid that much for some Karen Buckley scissors, and Ginghers so it makes sense to get quality you have to pay for it.

when shopping keep in mind there are different MM of zigs/scallops, go for bigger if you want them to show. the tooltroons are big. For your use the rotary cutter would work fine, you are welcome to mine although it probably needs a new blade I've used it on card stock back when making cards.
