There is another way is to applique a circle on a square and then cut in quarters as seen at

perfect circle applique method" doesn't work. There are a couple of ways to make circle appliques one use fusible interfacing as shown at

There are several place that show how to sew the pieces and if you want to press toward the outside of the block, you would need to clip that edge of the seam.
