KennelQuilts.com requires cotton batting, and they also serve pets in disaster areas. I would prefer to use poly, because it holds up well with repeated washings, dries more quickly, is warm, and is cheaper. Sometimes I think the people who set the "rules" don't understand quilting, and it keeps people from donating. My local animal shelters accept any type of comfort for the animals.
