I made a Jacob's Ladder variation with pinwheel centers. All of them go the same direction. When I added pinwheels in the border, I didn't notice at first, but they are going in the opposite direction. My preference is that they have a semblance of order.

Why don't you draw it out on graph paper and color them in. Then you can see the different effects and decide which one you like better.
