Looks like the fabric may have been wrapped on the bolt crooked. But I would measure before washing and drying. Cotton fabric will shrink .
Measure Fabric Before washing . Both length and width.
It usually shrinks more in one direction than the otherv - but I am not able to predict ahead of time which way that will be.
