3" shrinkage lengthwise sounds like normal shrinkage for cotton. You can't complain about a shortage if you didn't measure before you washed.
It used to be the norm that shops would cut your piece a little long, just for good measure, but that was when fabric was about $3 a yard. Now that it's gotten so high in price, they can't afford to give out more than you paid for. Too bad.
