That would really frost my cake and sounds disingenuous. I wouldn't trust someone who did that, either.
As far as the sale price being on MSRP, I think that's standard practice. Annoying as heck, but not unusual.
You are right in saying that you have to know exactly what to ask, and how to word it. It seems like semantics, but that seems like the way of the world, unfortunately.
