They'd have to go to a different material and greater ruler thickness.
A large strip cutting ruler is going to be very heavy. One with 1/4" width strips is going to be extremely "floppy"/unstable. There's no structure left to it when you make all those long slits.
That's why the smaller ones can have the narrower cutting widths and the larger ones must have wider cutting widths. It's physics/materials science.
