Depending on how close fitting the batting needs to be on the tube, I'd either tape and then stitch which would be easier to get a tight fit or just use a wide or multi-stitch zig zag. As far as feet go, you'll need to use the foot recommended for the stitch. I don't see that there would be an advantage to using a walking foot. It's for multiple layers. If by "quilting foot" you mean 1/4 inch piecing foot or free motion foot that wouldn't work with a wide zig zag.
