If it's just for padding, why wouldn't you simply fold it in half and seam or overlock down the edge? You could turn it inside out if you wanted the seam against the mesh tube.

(finished diameter * Pi) + 2 seam allowances = desired cut width

ETA if you're concerned about raw edges, you could French seam.
