Good luck on finding a manual for this particular machine. While it would be great to have the actual manual, there are a lot of similarities on many of these vintage Japanese machines.
I have a White KNB manual that I got from an old site and is no longer available. It doesn't have the needle position lever, but it has the some of the same positioning of dials/knobs as your machine. The bobbin winding instructions can be found in a Fleetwood manual that can be found at
https://drive.google.com/drive/folde...2aiFq9teRr-nky There are a lot of manuals on that page and it took a long time to load them all. For winding the bobbin, it would be similar to the instructions at
https://www.manualslib.com/manual/11...page=18#manual, but instead of having the spool of thread on top, one would put the thread spool on the pin on the bed of the machine to the left of the drop feed buttons.
The left knob is for making buttonholes. To make a buttonhole, it would be similar to the instructions found at

It looks like perhaps the needle position knob
may have a blind stitch setting. The silver knob in the center of the arm, under the numbers is to lock the zigzag width.
One would oil any where metal meets metal. To give some ideas as to those places can be found at

These vintage Japanese machines are work horses. Have fun with yours.
