A screen will drop down and they have a "resize" option. I resize moving the lever if needed though if you look farther down, it will show you what the actual size is and what it could be and if it's still not under 1.0, then I move the lever to the left until it gets to the size I'm comfortable with. When pull up the photo, I right click so a screen ups up with choices for you to click on to alter your photo. "Photo" is usually down the row of choices so it's free with Windows.
This is basically what I do in gallery on my android. Edit, crop, resize. There they only have the option to adjust by 20% so I crop, save a copy, check the size with the center in option, then scale down 80%. There was one I needed to go down to 60% with, but typically 80 is enough.
