I also use Sta-flo and mix my own. I pre-wash all my fabric because it bothers my hands if I don't. I do not starch my fabric before storing it, but do before I cut my pieces, and (lightly) each time I press seams. Bias edges get extra starch, just in case. I love the crinkled look washed quilts have, so almost always wash my quilts before giving them away.
