I had to use Wonder Under on the fabric, then serge it, then weaving the strips and pressing them down.
The result is very nice, but it was really a pain in the back end.

Funnily enough just last Tuesday one of my friends at the guild, had made her first woven 'ribbon' cushion, it was beautiful, you attached the vertical ribbons to fusible vilene just at the top and the bottom, then you weave the horizontal ribbons in and out, then iron them all down!! That sounds abit quicker and cheaper with a very similar effect....not as lovely as your gold threads though, but I suppose if you found really decorative ribbon you would get some great effects!! :D
