You pre-thread your needles and place them in this doo-hickey -- thread stays tangle free and a threaded needle is always ready :D
Like for a hand-quilter? I usually just rethread my needle as I go. I never thought about having threaded needles ready to go...
Or like if you're doing counted cross stitch, you would thread up different colors. Sometimes you only need a stitch or two before you change colors again. But, yes, it would work for hand quilters too but I also just rethread my needle...
