The Constitution says a COUNT of all people, not what race they are.
They count the "ethnic races" so they can allocate monies to the places most likely to vote Democratic i.e. illegal immigrants, Hispanic peoples who usually vote Democratic.

Actually, they have been counting racial information since the 1800s. It has nothing to do with voting. I was disappointed in the census this year. All it asked was names, ages and race. That's not going to be very useful for future generations of genealogists. The older censuses were much better in terms of the questions they asked.
