Being a medically discharged soldier I can tell you that some mean spirited people have mailed cards to wounded troops that basically sounded like it came from those Westboro Church wingnuts, saying they deserved what they got it was God's punishment, etc, etc. It was devastating to them. I think in some way it's the military trying to stop negative comments reaching the wounded soldiers and doing more damage than good.
It's sick but it's happened more than once, I agree there are a number of charities out there that will select a troop in need and make sure stuff gets to them and their families. Try sending a request to Dover AFB they tend to all the needs for the wounded returning home here is they're link I've sent quilts to them - http://www.malmstrom.af.mil/news/story.asp?id=123168411
