I've used the inside bag from crackers, cereal, and I've even asked the man in the meat department of the grocery store for the clear wrap they use first to wrap meat before the freezer paper. It all works well. Making these little toys is fun and babies love them.

Search on ETSY. There are several sellers there. I have bought some from ETSY.

I made taggies for a couple to grandbabies & the instructions had you put a cooking bag or part of it, in the toy, etc.
They are Reynolds cooking bags. It worked great & it made them washable too.

A grocery store in Chicago had some of the noisiest bags you ever heard. I can't think of the name of the store, but I don't think it was Trader Joe's. Others have given you some hints on where to find this stuff. I have a bag or two of that in my sewing room right now. I plan to use it in a baby quilt or a fidget quilt.
