I use a medium size binder clip, clipped on the belt at the top where it goes into the winding mechanism, to make an inch or so of slack in the belt. That keeps the belt from chafing my neck or pulling on my chest while still leaving it secure for use in case of an accident. In my own car I leave it clipped on the belt, but I also carry one in my purse for when I ride with someone else. The clips, designed to hold more pages than a paper clip can handle, are small but strong, very inexpensive, and available wherever office supplies are sold.

At 4 ft 10 I can sugest that you go to an automotive store and there are clips available that work like a darn. They clip on to the seat belt and stay where you clip it. Getthem at Canadian Tire in Canada 2 to a pack jane

I use a bulldog clip... the ones found in office supply stores to hold stacks of documents together. I think mine is 2 or 3 inches long and is strong enough to hold the shoulder strap to the lapstrap.

I use a binder clip on mine, just cannot stand it on my neck, my friend has a cloth one that velcros on and push it down.
