You decide whether your cushion needs to be replaced. Foam is the only "new" option and some times it doesn't "feel" right.

I recently had a recliner reupholstered and asked for the old seat cushion to be used. It was molded to me and I didn't want to start over, so yes, some people want the old cushions used.
However, if you told them you wanted new cushions, you should get them, no matter what. And without further cost. Was there a witness to the conversation? If so, remind the company that you aren't the only one that heard that you'd get new cushions.

I agree with coopah. Doesn't matter what they think, you requested new cushions. I'm sure very frustrating for you, but I hope you are able to enjoy the final product.

New foam is expensive and the firmer the foam the more expense. So, no it is not "part" of the job automatically.

Your Decorator should have known to ask the new Upholsterer whether or not new foam was included in any work she sends their way.

I have several pieces of antique furniture that I've had re-upholstered and they have always re-used the old cushions if they were in good shape.

I bought my sofa in 1980 and have had it reupholstered twice now. I think they used the old cushions and just added new padding around them, sort of like batting. Mine have always looked great, done by two different people. I have no problem with using my old cushions, they seat very good. Talk to someone about it.

Since you went thru a second party, the decorator, and you told her about wanting new cushions, it is her responsibility to make certain her price includes new cushions. Mistakes happen. But she should be certain that you get what you discussed and not say it was the upholsterers fault that they didn't do it. The upholsterer is her contractor and you are the client. It was her job to get a quote on the complete job.

I have never had a piece of furniture re-upholstered, but as a child we had a few antique pieces re-upholstered, and as I recall, the old cushions were used. Also, I have recently taken a class in upholstery, and the instructor said to re-use the old cushions unless they were in bad shape.
