I used to use this all the time and it works great. It is called a ''ruffler' but it gathers material in really nice little tucks. We used to wear gathered skirts and this thing worked wonderfully. It even has a little place on it to adjust the size of the gathers, make them really small or larger. Great for little girls clothing. Try it on something and you will see.

It is used to make ruffles. I have one for my new machine and the design has not changed much over the years.

Looks to me as if it may be a ruffle-maker foot from an old machine... but ?????? I am curious too.
