Maybe it wasn't in working condition and beyond repair and this was someone's way of keeping it anyway.

Sorry I think it is adorable. Not every old machine has to continue sewing, they can bring joy to peoples lives by becoming whimsical tractors.

Maybe, except for the decals, it's all removable. The machine could be sitting on a platform that the wheels are mounted onto. I don't see the appeal myself but I'm not sure what college WSU is anyway.

I think it is ugly too. Even if it didn't run it is still a beautiful machine and would look lovely in any sewing room as a decoration. It reminds me of some tacky "lawn art"

It's Wichita State University, my alma mater. They have the silliest mascot, an anthropomorphic shock of wheat, but it's unique, as is this sewing machine/tractor. I wouldn't be surprised if the working parts are intact and usable, if the wheatshocker guy will let go of the handwheel and it doesn't drive off on those wheels while you're trying to sew.
