Fasturn sets are metal tubes that you put the long thin wire "grabber" into and your fabric over the tube. the thin wire has a curled end and you twist that into the fabric and gently pull it into the tube until it comes out the end you are holding. love mine, have had my set for years.
shirleysewingstuff.com has them. couldn't copy past the link.
if the tube isn't long i use a bodkin to do them.

Haven't looked at the pattern yet but you might be able to use a chopstick if you have some at home???

I would just fold wrong sides together, turn in one end and sew. Turing these little chains inside out would be so time consuing, even witht he rught tool,

I would press them with an overlap in the center, then just topstitch. No turning that way
