I have the same cutter and yes there was a little thin curved washer in there--think its just to hold the screw tight. I needed a spring for my Fiskar scissors and wrote to them--they sent two screws in just a couple days but that was several years ago so don't know if they still do that--worth a try, tho. This is the only rotary cutter I've ever had and wouldn't trade it for anything!!!!

Mine has it too. One time I lost a part to a fiskars rotary cutter and I contacted them (I think I emailed) and they sent me the part, no questions asked. I would see if they'll send a replacement.

Mine has no washer that I can see. Just took it apart to check. My daughter gave this to me, probably soon after the turn of the millennium.

Mine doesn't have one now, which doesn't necessarily mean it never had one. It's been around awhile. Just like me(0:

If you think you are missing it, I would contact Fiskars.

Mine has one too; it acts like a kind of spring to keep the whole thing tight and to stop any wobble in the blade when you screw it all together.
I don't think it's strictly necessary, but it's a good thing, and if your's has gone awol, I think it'd be worth asking Fiskars about a replacement.
I know I've dropped it a couple of times when I changed the blade; last time it ended up under a dresser in the kitchen and was a right pain to find.
