It's a dahlia quilt, adapted for a tree. You should be able to google that and get instructions.

Here's a free pdf I found, maybe it will work for you.

I think it looks more like a dahlia pattern instead of a kaleidoscope, maybe look up a dahlia pattern.

I strongly doubt you'll find a pattern for that particular tree skirt. They're selling the finished one-of-a-kind product at a price high enough to pretty much guarantee that they aren't selling the pattern anywhere. What a great job they do, too!

I saw this on 24 Quilts today, too, and was also wowed by it. The quilt they showed IS selling for $1200 to support a special program and is made from neckties.

But you could make a similar quilt using the dahlia pattern and any fabric you wish.

Search on Amazon or ebay for "The Quick and Easy Giant Dahlia Quilt on The Sewing Machine" by Susan Aylsworth Murwin and Suzzy Chalfant Payne. It is an old book published by Dover Publishing Company.
It has two sizes of the Dahlia and is printed on card stock for cutting out the patterns. It was published in 1983 but you might still be able to find it. I did my own version with 12 rays instead of the 16 in the original pattern and 4 sections instead of the 7 in the original. My avatar is my version. I just checked Amazon and they have a used copy for $1.19 ebay also has it for $9.00
The book has good clear instructions for making the qult.

I think it has too many fabrics = too busy.

Busy can be calmed down with the selection of fabrics. The traditional pattern can also be adjusted by joining a couple of the segments into one and further reduce the number of fabrics needed. If this is a Christmas tree skirt, then think red/greens with one fabric used in each circle. This would further make it less scrappy - unless the intention is scrappy.

I love the idea that it was made from neckties (as is my avatar) it's a very good idea. I tend to like less scrappy but do like the skirt and I agree with the group about the Dahlia pattern
