Default Baby changing pad

I'm brand new to quilting - I've pieced together one quilt top and am working up the nerve to quilt it. I'd like to make my friend a roll up baby changing pad. Talking with women who have babies, I've learned that it's preferable to have a vinyl backing so it's easily wiped off after being placed on questionable surfaces. I was checking out laminated fabric and oilcloth online and neither of them is machine washable. Is there a similar material that is machine washable? An alternative would be to make the changing pad out of cotton and have a separate laminated material to put the changing pad on. Help?

Look for the PUL fabric that is used for making diaper covers.
