Depending on what you want, it can be very easy. I like using Chenille So Easy template paper to make chenille pieces and designs. I can make flowers, stems, objects and all sorts of stuff that are chenille and then add them onto my quilts. I really like doing chenille vine work on my borders.

I have made a chenille baby blanket and it was quite easy to make. The cutting is a little boring and can make your hands sore from scissors if you don't have the chenille cutter. I believe there is a tutorial on QB for making a chenille baby blanket with special design? Basically you stack 3-4 fabrics on top of each other, sew 1/2 inch channels on the bias and then cut between the stitching lines. Flannel frays really well for this technique but some have posted chenille done with pre-printed panels that are adorable. HOWEVER you may be asking about making a quilt out of ready made chenille fabric? That could be very pretty with a variety of different patterned chenille squares. I would use larger pieces and bigger seams due to the more open weave.
