Question Converting Quilt Pattern Into Placemat/Mug Rug

Is there a rule of thumb for making a mug rug/placemat from a quilt pattern? I have found some nice blocks for quilts. I have figured out doing it with a simple block but what if multiple blocks go together to make a design? Thanks!

I just use EQ7 for re-sizing any block or quilt. Just finished making this mug rug for my best friend's son. I used the instruction from MSQC video. Turned out 8.00" with using 2" cut stripes. Waiting on the binding to be attached.
