I have not made THAT block, but I'd sure like to!
I'd say for the parallelogram part, if you don't wanna do that, make it a 4-patch with HST. A couple extra seams, but I can do a HST like nobody's business! :D

I have made a block very similar.
In the photo, it is the second block from the left in the bottom row. It was not as hard as I thought it would be. The paralellograms were made by sewing squares across the corners of rectangles, then trimming 1/4 inch past the seam.

Hey, Ms! Coyote here.....
Have seen this block in Quilter Cache, but don't have any idea what Marcia calls hers. It was something like a wedding ring variation. I would also do that odd section into 2 flying geese.... I have a heck of a time making all my areas the same with a square sewn on a rectangle. I always put my stitching in a different place....

I would do it with flying geese patches, too.

HST's give me hives. I don't know what my problem is, but I can't do a block full of HST's to save my life.
I signed up for a BOM that's nothing but HST's. I use exactly the same Triangulations printouts for the large and the small, I use exactly the same very scant 1/4" seam allowance and still, they come out different sizes, with floating points or points chopped off... how goofy is that?
I LOVE Eleanor Burns' flying geese rulers. I can't seem to mess those up. :D
