It looks like it might open out into a small crate or basket- or doll bed? At first I though it was one of those folding things for marking equidistant segments but it wouldn't need to have 2 scissoring sides. I'm stumped.

It is a sewing box that stands and opens up what lids on the top and then it has departments one under another.

I haven't read all the posts, but if you were a spinner and dying your own skiens, I would hang them there to drip and dry.

I am jealous! It looks to be an expandable sewing or knitting cradle. Very good find! So fun when you come across something so interesting!

Might be a stand for holding hanks of wool in order to wind them into a ball
