What about trying permanent fabric glue? Not the wash-out stuff!!!! I use it all the time to solve a variety of issues and love it. Even used it to fix a hole in leather sneakers once that came unstitched....and it lasted through lots of abuse til the shoes finally wore out.

That is so funny! I went 3 years ago to a Quilt museum in upper Washington State and they actually had a stairway filled with quilted bras hanging down a stairwell!!!

You might get the best advice from a belly dancing site that has instructions on making these bras.I know from beng in a belly dancing class that a lot of the girls made their own decorative bras for costumes from following these ideas. This link may help
