Default Question re Countertop Hotpads

I am going to make some countertop hotpads about 12 X 18 (my countertops seems to suck the heat out of any plates or casseroles that sit on them). Would you put the heat protecting material between the top fabric and the batting, or between the batting and the backing? Just wondering if I need to protect the batting from the heat.

I put top fabric, batting, thinsulate, then quilt it.....then add the quilted heat resistant material and bind it. See my 22 x 22" Computer hot pad thread.

I usually put the thinsulate between two sheets of batting for potholders.
I like mine on the thick side for extra protection.
