I"m glad you asked this question. I used ziploc bags but, as you noted, they tended to be slippery. They worked, though, as I was travelling with my quilt bits. I never thought of paper plates and will try them for at-home projects.

get a pizza box or a plastic project box that's a bit larger than the block size
if you cut everything before you start assembling make a color printout/sketch of the finished block.
use it to make a snippet chart that keeps track of which fabric is used for each piece.
cut one stack at a time of each piece of the block
"assemble" the blocks in the box, positioning the pieces [stacked] as you would with a puzzle
when its time to sew work through the stacked block puzzles, assembling the same set of pieces from top of the stack to the bottom.
press those sets and stack them back in place inside the box
do that as you assemble the blocks
everything is stacked where it goes
everything stays stacked in its proper place within the blocks
if you need to move the box just make sure to hold it level, horizontally
put the snippet chart on to top of the stack whenever you take a break from sewing
keep the lid on when you are not sewing
if it accidentally get spilled use the snippet chart as a guide to re-stacking the pieces to re-create the pile of block puzzles
