Need help with 10 degree mini ruler

Hi,
I purchased the 10 degree mini ruler because I wanted to do a free pattern that was for a circular table runner that was on the Phillips site, but I don't really understand how to use this ruler. Have any of you done this pattern or used the ruler?

You use it as a template to cut out 36 wedges.
Each quadrant would have 9, so you can make your design accordingly (if you wanted alternate colors, gradations, whatever).
When the pieces are sewn together, you would have a circle.
I think the mini ruler produces a 25" circle.
