I am guessing that the ruler you have gives different sizes of a regular pineapple block; the angles in each quarter are the same. Looking at the offset block, the angles change.

20 yrs ago when I was in Paducah, KY at the quilt museum I bought a book on Pineapple quilts as that is what was featured in the museum that yr. I just looked at the book and the blocks that are off set are all paper pieced. So probably the ruler would not work for that particular block
