Good quality paper is made from cotton rags. If it's archival for cotton rag paper it's archival for cotton fabric.

Yes - that is the pen I used, with the .05 tip.

Make sure that you set the blocks with an iron before washing. And also, don't use starch or sizing on the blocks before they are signed. That is the only thing I can think of that led to the fading of many of the signatures on the signature quilt I just finished (that and some of the kids definitely used pens other than the ones I sent in).
