It sounds bizarre but when you try to turn the straight binding over to the back, you will end up with ripples in the binding. There is another option for doing a scallop edge without doing bias binding. Look up a tutorial for a "facing" binding. You do need strips the depth of your scallop plus an inch more. You lay the strips on the quilt top. Draw and stitch the scallops, clip the curved edge and turn the strips to the back. You then hand stitch the turned under straight edges to the quilt back.
