I have purchased cards like you describe and they have been great for fillers. Especially, since they are batiks and so pretty.

Have bought some salesman samples and are fun to use in scrappy quilts!

I've made several scrappy quilts from this type of find. My one source doesn't sell them anymore and I miss that so much. Would love to find another source.
