I use plates, bowls and anything else that is round. I didn't even know they made a circle ruler.

If you don't have the right size items around the house, check out the scrapbooking section of Joann's or other craft store, or eBay. I got a set of several different size circle templates for a few dollars on eBay - I think the brand is Fiskars. They do come in handy.

If you want an inexpensive SMALL circle template, check out the office supply store. My plastic template sheet has 45 circles from 1/16th inch to 2 1/4 inches. I use it to audition fabrics and pictures. I did invest in a set of plastic circle templates from Ebay, but the largest was only 6". Remember coasters too for circle shapes. You could make your own templates from kitchen shapes and clear template Mylar.

You can also use cardboard cake plates.
