If it were me, I would look for a zip-around loose leaf binder. I would buy multiple plastic zipper pencil holders and have a page for each ruler.

I pick up the plastic scrapbooking flat boxes when they go on sale for $3. You can write on the side with a sharpie and they stack nicely on a shelf (and are clear). I use them for most of my crafting supplies. But for fabric blocks or samples or bits and pieces, I love medium size pizza boxes! You can also write on them and, being cardboard, moisture wicks out. Most pizza places will give you a couple if you ask.

How about an expanding artist portfolio or an artist accordion file?
