Don't know how big your embroidery flowers will be but how about making the dresdens the same size as the embroidery flowers and maybe doing them in a block; set in a way that you could make an embroidery stem and leaves coming off them. Then maybe your dresden blocks in the center with the embroidery blocks surrounding them; of course with sashing between all.
