I made country doll for over 30 years and sold them making over 5000 in that time. Here's what I did.With a small stencil brush and some "rose" or a "blush" craft paint you can lightly color the cheeks of any snowman or cloth doll. Be sure to only dab into the paint and then rub the majority of that off on a paper towel. Stencil the cheeks lightly...you can always go over it again if necessary.
If using regular makeup blush apply lightly where needed, but over the rest of the item so as not to accidently drop particle flakes on it. Then spray lightly with hair spray to set.

i use my blush, but, if you can get a stencil brush, and practice on a scrap of fabric, get most of the paint off of the brush, and pounce on the snowman that way. just a tad goes a long way. maybe one pounce.
