I like to cut mine lengthwise if I have enough fabric and I cut mine 4-5 inches longer than what I expect to need. That way I have extra when I get to the end of my quilt and I don't have the puckers I used to get before I started doing this. I have also done pieced borders and that works too, but I also make those longer.

It depends on the quilt and the fabric. Stripes for instance. You might want them to go lengthwise on the border or crosswise so you'd have to cut accordingly.

I cut from selvage to selvage, but not to say I haven't cut it lengthwise either. Depends on the project and how much fabric I have.
