According to Dreamcatcher's website, the blanket should be 10% of the child's weight plus one pound, so five pounds for yours. However, you will be making new ones every year! Remembering that 14 pounds is the limit for a weighted blanket, I would just make one 14 pounds. Most of that weight will be on the bed, and only a small portion will actually be on her body. Just instruct her not to double it up, don't put it on her neck, and don't put it over her toes when she is lying on her back. Also, it'd be good to make a cover forth blanket so that it could be changed easily with changing interests, and washed quite bit more easily.

I would stitch lace dollies onto the jeans in certain area. Anything lacy is always deemed feminine.

Denim will be heavy but it will also be extremely warm! Unless the child will be in a very cool room, it may be too warm for comfort.

add yo-yo's to dress up your denim quilt
 

I did a small quilt with Yo- yos. You secure the yo-yos to the quilt by stitching around the outside edge. I use a decorative stitch. For additional fun, you can add pom-poms to the center of the yo-yo.

How about sewing buttons of different shapes, such as butterflies, flowers, hearts, and bright colors in the squares. and small appliques .

Bearisgray has a great idea. Pick out a real girlie flannel or even cotton to go with the denim and that will make it a girlie quilt. Good luck.
