I prefer 2 as it is more balanced and has impact. The other one looks more scattered.

i agree with this. it would be easier to advise, though, if you had used a gold color instead of the white.

How large is the floral burgundy design? Size of the pattern in the floral burgundy may help with the decision. If you want your quilting to make a visual impact you might consider number 1. If the overall look of the floral fab is more important, go with number 2.
