This looks like an double Irish chain with a 9 patch in the center. If you go to the Keepsake Quilting website, you may get a better photo and description of the quilt.

hearts & flowers, alternating rows.

My suggestion would be a Garden Trellis Quilt

Everyone has their own idea of what "dreamy/feminine" might be like. What is the recipient's idea of dreamy? Maybe it's more of an ocean/water theme; or floral; could be fairy-like or butterflies; lace ... Perhaps she should pick out a focus fabric that says "dreamy" to her, and you could design around it.

I would just pick out fabrics I think is dreamy and feminine and just make whatever pattern I like.

In my opinion soft colors would do it for me.

I love DJ's idea. When I think dreamy and feminine, I think flowers.

I have been asked to make a "dreamy, feminine" king size quilt. She wants the colors to be light blue, teal, and light purple. Any suggestions on a pattern? TIA

If you google “Shabby Chic quilts” as “images” you will find gazillions of quilts in the soft tones you are seeking to use.

This double Irish chain quilt has a soft floral in place of the usual solid background color.

Coulld this be a double Irish chain with the background being a loose floral? That’s what it looks like to me and I think this is very dreamy and feminine. It would look stunning in the colors you need. I think the key though is getting the loose floral background

I know I'm kinda late to the party here, and you already have lots of great ideas here, but I just wanted to add that the fabrics and quilting designs you choose can make almost any pattern girly and feminine. Soft pastel colors really say dreamy.
Even this simple square in a square looks dreamy:

you can also add touches of lace or a scalloped border to soften your quilt and make it more feminine.
