Judy Hopkins authored "501 Rotary-Cut Quilt Blocks". The blocks are listed in finished sizes, each block in 6 sizes with 12" finished the largest. She passed away several years ago, I think you can still find her books.

If I use a pattern (not my own) I always add up what they "say" it should be to make sure it will end up the right size. If you look at whatever block you are wanting to make you will see it ends up being a 4 patch or 5 patch, or 9 patch etc. and each of those sub units should be a specific size. If I have any doubts I draw it out myself on paper and measure it.

I see most of my favorite sites have already been given, but there's one more: Ginny Beyer has a free quilter's block library on her site. You need to be careful when you print templates or paper piecing patterns, and make sure they print to match the scale on each one.
